Monitoring, Evaluation and Learning Lead

  • Remuneration: Band 4 - Lead ($89,184.51 - $111,200.77) + 12% superannuation
  • Generous NFP salary packaging options up to $18,550.
  • Location - 737 Bourke Street, Docklands Victoria 3008, Close to Southern Cross Train Station, Onsite or Hybrid; WFH (2-3 days)

About the role

The Monitoring, Evaluation and Learning (MEL) Lead will work with program teams across NWMPHN to provide practical monitoring, evaluation and learning support that strengthens decision-making, improves programs, and builds organisational learning.

This role is best suited to someone with applied MEL experience who enjoys working across multiple projects and solving problems in real-world conditions. You'll be comfortable working in an environment where MEL approaches need to be adapted appropriately rather than applied in a rigid or purely academic way.

We're looking for someone who understands evaluation principles deeply enough to know how to apply them flexibly. This includes making thoughtful decisions about methods and designs, being transparent about limitations, and finding practical ways to build a usable evidence base over time.

What will my typical week look like?

  • Work directly with program teams to co-develop theories of change, program logic models, monitoring plans and evaluation plans
  • Provide practical advice on evaluation approaches at key points in the program lifecycle, including procurement and commissioning activities
  • Review and provide input into evaluation-related documents, such as requests for tender, evaluation plans and evaluation reports
  • Translate data and evidence into clear, usable insights and recommendations for different audiences
  • Support teams to develop / refine KPIs and strengthen the alignment between activities, outputs and intended outcomes
  • Help teams apply evaluation methods appropriately in real-world conditions, adapting approaches based on available data, time and resources
  • Scope and prioritise incoming requests, balancing planned work with ad hoc support across multiple program teams
  • Provide flexible, consultancy-style support that responds to team needs, which may range from co-authoring reports to reviewing existing work or providing brief advice
  • Coordinate and respond to external data and research requests, including scoping, feasibility assessment, and managing internal input.

About you:

  • At least five years' applied experience in monitoring and evaluation, ideally in health, public health or social service settings
  • Strong understanding of program evaluation standards, and experience using qualitative, quantitative and mixed methods research designs in real-world contexts
  • Confident managing multiple projects and competing priorities in a fast-paced, responsive environment
  • Provide practical, tailored advice, whether that's facilitating workshops, reviewing evaluation plans and reports, or supporting procurement processes (e.g. requests for tender)
  • Strong communicator to translate technical concepts into clear, usable guidance and explain data limitations honestly and clearly
  • Creative problem solver and working in imperfect conditions, where data, time and resources are constrained
  • Apply evaluation principles flexibly, adapting approaches while still maintaining methodological integrity
  • Comfortable working in a collaborative, internal consultancy-style role where support is shaped by what teams need
