Procurement Lead

  • Remuneration: Band 4 - $89,184.51 - $111,200.77 + 12% superannuation

About the role

Join our Procurement team as a trusted business partner, leading end-to-end procurement, tender, and contract activities across NWMPHN. You'll work closely with the Procurement Manager to deliver strategic sourcing initiatives and provide high-quality reporting to support executive decision-making.

You'll help strengthen procurement policies, systems, and processes to ensure they are efficient, compliant, and aligned to organisational goals. You'll also play a key role in embedding best-practice procurement and ensuring processes are consistently followed to minimise risk and support effective service delivery.

We are North Western Melbourne Primary Health Network (NWMPHN) - Victoria's largest independent, locally governed and run, not-for-profit PHN, dedicated to improving primary health care in Melbourne's northern, western suburbs and inner-city areas. What will my typical week look like?

  • Lead end-to-end procurement and sourcing activities, from planning and tender development through to evaluation and contract execution.
  • Partner with stakeholders to shape sourcing strategies, provide expert advice, and ensure compliance with policy, legislation, and best practice.
  • Manage a portfolio of complex, high-priority projects, delivering value-for-money outcomes while maintaining strong governance and probity standards.
  • Build capability across the organisation by coaching staff, promoting best practice, and improving procurement systems, tools, and processes.
  • Deliver reporting and insights to the business, while proactively managing risk and working with Finance and Governance teams to ensure full compliance.

About you:

  • Tertiary qualifications in business, law, or a related field, with extensive procurement experience in a complex, multi-stakeholder environment; health sector experience and Chartered Institute of Procurement & Supply (CIPS) membership/qualification are highly regarded.
  • Proven expertise leading end-to-end procurement, including drafting, negotiating, and managing complex contracts and tender processes.
  • Strong capability in developing high-quality procurement documentation and delivering sourcing strategies (e.g. RFT, RFQ, RFI).
  • Excellent communication and stakeholder engagement skills, with a strong track record of coaching and influencing others, and experience preparing and presenting reports to executive and senior leadership.
  • Highly organised, with the ability to manage competing priorities, mitigate risk, and maintain high standards of probity and compliance.
  • Familiarity with procurement and contract systems (e.g. Tenderlink, CMS, CRM, SharePoint, DocuSign) is desirable.
