Manager, Service Development

  • Opportunity to lead high-impact service design and system reform initiatives that strengthen mental health, alcohol and other drug (AOD) services across the region.
  • Full-time (1.0 FTE), maximum-term role until 04 April 2027
  • Remuneration: Band 5.1 - $111,480.64 - $131,811.66 + 12% superannuation

  • Location - 737 Bourke Street, Docklands Victoria 3008, Close to Southern Cross Train Station, Onsite or Hybrid; WFH (2-3 days)

About the role

The Manager, Service Development is responsible for leading the design and delivery of strategic initiatives focused on improving service models and systems of care, primarily across commissioned mental health and AOD services.

This role drives service redesign and improvement projects through strong leadership, cross-organisation collaboration and sector engagement. You will apply design thinking methodologies, embed a person-centred lens and drive continuous improvement to deliver meaningful system change.

A typical week may include:

  • Leading the planning and delivery of service design and system improvement projects across commissioned mental health and AOD services
  • Applying design thinking methodologies to develop project plans, service models and implementation strategies
  • Managing project governance, budgets, timelines, risks and reporting requirements
  • Coaching and leading team members, translating strategic goals into clear work plans
  • Engaging clinicians, service users, community representatives and sector stakeholders to inform service design
  • Facilitating workshops and collaborative forums to support cross-organisation initiatives
  • Supporting commissioning activities, including market analysis, tender development, review of submissions and transition to business-as-usual operations
  • Developing tools, frameworks and resources to embed effective service design practices across the organisation

About you:

  • Tertiary qualifications in health, allied health, social science or related field relevant to the position
  • Proven experience leading service design, system improvement, or commissioning projects, ideally in mental health and/or AOD
  • Strong leadership and people management skills, with the ability to develop high-performing teams
  • Skilled in project and change management, including governance, risk management, and navigating complex policy environments
  • Strategic thinker with the ability to translate vision into practical implementation
  • Proficient in the use of technology, systems and digital platforms.
  • Knowledge of commissioning frameworks, co-design, systems thinking, and person-centred design methodologies
  • Understanding of national and Victorian mental health and AOD reform priorities
